
The FUSE Committee brings together cross-system partners on a biweekly basis to align efforts and improve outcomes for a small group of individuals who regularly interact with multiple parts of Portland’s emergency systems. The focus of this work is practical coordination—clarifying roles, closing gaps, and ensuring people receive the right supports at the right time.

Meetings are action-oriented and centered on individuals with complex needs.
Conversations focus on what is currently in place for each person, where coordination can be strengthened, and how partners can collectively support sustained stability.

We know that frequent interaction with emergency systems is both traumatic and costly. While housing is foundational to improved outcomes, it is not sufficient on its own. Lasting stability depends on coordinated, ongoing services that can engage people during periods of crisis and continue as stability is achieved and maintained.

This invitation is intended for people working in the field to end and prevent homelessness, as well as those working within the emergency systems with which individuals on our by-name list frequently interact. We also encourage you to share this invitation within your organization and to help identify partners whose professional roles and expertise would strengthen this work.
